Validates need for investigation by conducting check of OPM Central Verification System.

•Establishes, reviews and monitors background investigation accounts and information in the OPM Electronic

Questionnaires for Investigation Processing (eQIP) system.

•Identifies where reciprocity may be accepted in processing based on client policies.

•Initiates background investigations at the correct tier based on risk/sensitivity level of the position in the OPM

Electronic Questionnaires for Investigations Processing (eQIP) system.

•Utilizes the General Services Administration USAccess system to sponsor individuals for HSPD-12 PIV

credentials to grant logical and physical access to client facilities and allow enrollment of fingerprints for criminal

history records checks.

•Utilizes excel spreadsheet or other tracking tool to track and monitor applicant progress in e-QIP and USAccess

submission on a daily basis. Individuals maintain a personal work log both for intake and adjudications.

•Meets or exceeds all established deadlines for case processing which may change during the course of the Task


•Maintains all case files electronically in theclient case management system. All components of the case file

are uploaded upon receipt.

•Conducts status checks on background investigations utilizing the automated OPM Personnel Investigations

Processing System (PIPS) and internal case management systems.

•Conducts credit bureau checks.

•Provides advice and assistance regarding personnel security and suitability processing.

•Creates security and/or suitability files for applicants or contractors; organizes records; maintains files; and

collates documents in support of the client background investigation process.

•Reviews all required documentation to ensure they are complete and accurate and that the information in all

documents and case papers, hard copy or electronic, meet OPM standards for case scheduling.

•Assists in training Federal and new contractor staff.

•Purges and scans all security file material converting from hard copy to electronic copy into a case management



A minimum of two years of suitability and fitness case processing experience on behalf of the Federal


•Demonstrated experience and familiarity working with PIPS/CVS to validate need for investigation and

acceptance of reciprocity.

•Demonstrated experience and familiarity working with e-QIP.

•Demonstrated experience and familiarity working with USAccess for fingerprint enrollment.

•Demonstrated experience and familiarity working with an automated case management system and uploading all

documents into an electronic format.

•At least one year of experience working with Excel spreadsheets

•Proficiency with MS Office Suite applications including Word, Excel, Outlook and PowerPoint.

•Demonstrated ability to effectively communicate simple practices, instructions, procedures, and policies

both orally and in writing.

•Demonstrated practical knowledge of commonly applied personnel security and suitability principles, concepts,

and methodologies in carrying out a variety of support assignments.

•Ability and willingness to learn the basic functions and operations of all systems associated with personnel

security and suitability case processing.

•Must possess a favorably adjudicated background investigation completed within the last five years at the

BI, Tier 4 level or SSBI, Tier 5 level; and be able to maintain the favorable result throughout employment

on the contract.

This position is for a near future contract and not currently funded
